State of the NHSScotland Estate

State of the NHSScotland Estate report 2011 (opens in a new window)

A review of asset management performance in NHSScotland, identifying the current state of the estate, highlighting areas of best practice and areas for improvement. This national 'State of the NHSScotland Estate' report is a new annual report being developed by Scottish Government with support from the territorial NHS Boards and Health Facilities Scotland (HFS). It will report on asset management performance, highlight areas of best practice, and set target areas for improvement which align with the aims of the “Better Health, Better Care” and the “Healthcare Quality Strategy”.

Sustainable development policy

A Policy on Sustainable Development for NHSScotland - CEL 2 (2012)

CEL 2 (2012) provides a statement of the Scottish Government Health and Social Care Directorates Policy on Sustainable Development for NHSScotland.

The Policy statement supersedes NHS HDL(2006)21 ‘An Environmental Management Policy for NHSScotland’. However, there is much within HDL(2006)21 still of relevance to NHSScotland and those strands of activity identified as such are incorporated into the attached Policy statement and the supporting 2012 revision of the Sustainable Development Strategy for NHSScotland (published by Health Facilities Scotland).

The 2012 revision of the Sustainable Development Strategy for NHSScotland together with NHSScotland body-specific Sustainable Development Action Plans will form the framework and provide guidance for implementation of the Policy on Sustainable Development for NHSScotland 2012. They will also assist in addressing some of the wider sustainability challenges raised by use of the Good Corporate Citizenship Assessment Model (GCCAM)..

Good Corporate Citizenship Assessment Model for NHSScotland - CEL 14 (2010)

CEL 14 (2010) announces the launch of the Good Corporate Citizenship Assessment Model for NHSScotland. The Good Corporate Citizenship Assessment Model Scotland website provides practical advice for all NHSScotland organisations on how to coordinate and further progress their contributions to sustainable development. This is done through a series of questions relating to all aspects of their organisation from travel through buildings to community engagement. The website also contains extensive support and background information. All boards will be registered with and using the self-assessment tool by the end of June 2010.

Climate change adaptation

The Scottish Climate Change Impacts Partnership (SCCIP) has recently published two new resources aimed at helping organisations across the public sector adapt to the impacts of climate change. These resources were launched by Environment and Climate Change Minster Stewart Stevenson MSP in June 2011. A brief description and embedded links to the resources are provided below:

Climate Change adaptation - an introduction for public sector policy makers, resource managers and practitioners
How is Scotland's climate changing? How will these changes impact Scottish organisations and communities? What can organisations do to plan for changes in climate? This introductory document provides essential information about the changes in Scotland's climate that are projected for this century, it also explains how different sectors are likely to be impacted and provides information about how and why action should be taken now.

Climate Change adaptation workbook
SCCIP's Climate Change Adaptation workbook provides a step by step approach to developing a planned response to the threats and opportunities presented by changes in Scotland's climate. The workbook includes relevant worksheets and practical exercises designed to help those who have not yet considered the impacts of climate change for their organisation and those who have already begun to plan for and adapt to the impacts of climate change.

Provision of Single Room Accommodation and Bed Spacing

Chief Executive Letter (CEL) 48 (2008) confirmed the guidance for the provision of single room accommodation. It also advised that further work was being taken forward to advise the Chief Medical Officer. This was taken forward as an Expert Consultation over three stages in which the Clinical Speciality Advisers (designated by the Chief Medical Officer) considered which of the specialities 100% single room provision is appropriate for.

That process has now been completed and the Chief Medical Officer has reviewed the outcome of the Expert Consultation and taken into account the views of the speciality advisers. He has also considered the impact of increasing multidisciplinary team working and new ways of delivering care during the anticipated life span of new builds and extensive refurbishment.

Chief Executive Letter CEL 27 (2010), issued on 20 July 2010, affirms the policy stance on single bed room accommodation and bed spacing.

Construction Location Factors

SG Construction Advice and Policy Division Location Factors 2011

These are the location factors for Scotland that NHS Boards should use to adjust their construction estimates. The factors are intended to provide a general indication of pricing differentials; they should be used as an aid to, not a substitute for, professional judgement.

NHS Circulars

Policy documents were previously issued to NHSScotland under cover of Management Executive Letters (MELs) and later Health Department Letters (HDLs) but under the Scottish Government are now issued under cover of Chief Executive Letters (CELs)
